Because this is an old program, and it didn't received any updates for newer OS, you should run it using compatibility troubleshooter. To use this, swipe from the right side of the screen and in the search bar type : Compatibility Troubleshooter. Open the resulted service and follow its instruction. It might be a good idea to perform an update for the program's version and also, a fresh installation. Moreover, download and use ShellExView. This tool will stop all non-related Windows services. In order to upload your website to the Internet, you need to check chapter 23 of the user guide provided by Back To The Beach, the developer of the application.
